नमो बुद्धाय
प्रसिद्ध पत्रकार और लेखक फ्रंकोइस गौटीयर ने अपने आर्टिकल हिंदू पॉवर के माध्यम से यह समझाने की कोशिस की है कि भारतवर्ष/हिंदुओं के पतन का कारन हिंदुओं में घर कर गयी कायरता, निष्क्रियता, अतिसहिष्णुता और दब्बूपन जैसी बुराईयां है और यह बुराईयां हिंदुओं में कमोवेश बौद्ध धर्म की अहिंसा की गलत नीतियों और भारतवर्ष में उसके बृहत प्रभाव के कारन जन मानस में फ़ैल जाने के कारन आई. उदहारण के रूप में वे कहते हैं की हिंदू/बौद्ध आज भी बाजिब लड़ाई झगड़े से भी दूर घरों में दुबक जाते हैं, कश्मीर से चार लाख पंडित केवल हिंदू होने के कारन जबरन हिंसा के बदौलत निकाल दिए जाते हैं और वे एक भी बुलेट चलाये वगैर चुपचाप अपने ही देश में शरणार्थी बन जाते हैं. पाकिस्तान और बंगलादेश में लाखों हिंदू/बौद्ध बिना विरोध के खत्म हो जाते हैं और आज भी पश्चिम बंगाल में जहाँ जहाँ मुसलमान बढ़ रहे हैं उनके आतंक से हिंदू चुपचाप शहर छोड़कर चले जा रहे हैं.
वे कहते हैं कि आसाम में ऐसी ही परिस्थितियों में अगर किसी ने शस्त्र उठाया भी है तो वो क्रिश्चियन (बोडो) है. अतीत की घटनाओं का जिक्र करते हुए कहते हैं कि मुसलमानों ने जब अफगानिस्तान पर कब्जा किया तो लाखों हिंदुओं/बौद्धों का कत्ल किया और उसी कारन आज भी उस क्षेत्र को हिंदू कुश कहा जाता है. मोहम्मद गोरी ५ लाख हिंदुओं/बौद्धों को गुलाम बनाकर अपने देश ले गया. इतने तो उसके सैनिक भी नहीं थे. तैमूर ने दिल्ली में एक दिन में सौ हजार हिंदुओं/बौद्धों का एक साथ कत्ल किया. अगर वे एक साथ तैमूर की सेना पर धावा बोल देते तो तैमूर भागने पर विवश हो जाता.
क्या सचमुच बौद्ध धर्म हिन्दुओं और भारतवर्ष के पतन का कारण था
इतिहास के विद्यार्थी होने के कारन मैं उनके दिए सभी आंकड़ों से सहमत हूँ और मानता हूँ कि बुद्धिष्ट न केवल अफगानिस्तान बल्कि अरब से लेकर पाकिस्तान, कश्मीर सहित भारत और बांग्लादेश में भी मुसलमानों के आसान शिकार बनकर मारे गये या जबरन मुस्लिम बना दिए गये और उनकी इस कायरतापूर्ण अहिंसक प्रवृत्तियों ने हिन्दुओं को भी काफी अधिक नुकसान पहुँचाया था. परन्तु मेरा उनसे थोडा सा मतभेद है. मेरे विचार से हिंदुओं और भारतवर्ष के पतन के जिम्मेदार हिंदुओं और बौद्धों की कायरता, निष्क्रियता, अतिसहिष्णुता और दब्बूपन महात्मा बुद्ध के धर्म के कारन नहीं बल्कि सम्राट अशोक के धम्म निति के कारन से हैं.
महात्मा बुद्ध ने अहिंसा को मानवीय संवेदना के रूप में व्यक्त किया था व्यक्ति या राज्य के निति के रूप में नहीं. अंगुलिमाल डाकू के साथ उनकी मुलाकात और संवाद इसके गवाह हैं कि अहिंसा का मतलब कायरता कतई नहीं है. इतना ही नहीं, मगध सम्राट बिम्बिसार, आजातशत्रु, कोशल नरेश प्रसेनजित आदि जिन्होंने बुद्धत्व को प्रश्रय दिया था उन्होंने कभी भी अहिंसा को राज्य के निति के रूप में स्थापित नहीं किया. आजादशत्रु तो बौद्ध धर्म का अनुयायी होते हुए भी कई लड़ाईयां लड़ी. उसने वज्जिसंघ, अंग, कोशल को बलपूर्वक जीत लिया परन्तु बुद्ध ने कभी इसका विरोध नहीं किया. फिर ४८३ ईस्वी पूर्व में उसने प्रथम बौद्ध संगीति का आयोजन भी किया था.
महात्मा बुद्ध खुद इच्छ्वाकू वंशी श्रीराम के अनुज लक्ष्मण के वंशज गौरवशाली लिच्छवियों की शाखा शाक्य क्षत्रिय कुल में उत्पन्न हुए थे. बौद्ध ग्रंथों में क्षत्रियों को सर्वश्रेष्ठ बताया गया है और उनका महिमामंडन किया गया है. क्षत्रियत्व वीरता, शूरता और युद्ध का पर्यायवाची था कायरता, निष्क्रियता और दब्बूपन का नहीं.
महात्मा गाँधी ने भी अनुभव किया था कि, “There is no doubt in my mind that in the majority of quarrels the Hindus come out second best. But my own experience confirms the opinion that the Mussalman is a bully, and the Hindu is a coward. Need the Hindu blame the Mussalman for his cowardice? Where there are cowards, there will always be bullies.”
उन्होंने आगे कहा की “My non-violence does not admit of running away from danger and leaving dear ones unprotected. Between violence and cowardly flight, I can only prefer violence to cowardice.” Hindu-Muslim Tension: Its Cause and Cure, Young India, 29/5/1924; reproduced in M.K. Gandhi: The Hindu-Muslim Unity, p.35-36.
सचमुच, यदि हम अपनी कायरता के कारन हिंसा का शिकार होते हैं तो मुझे रोने का कोई हक नहीं है. हमे दबंग, पराक्रमी, लड़ाकू और हिंसक बनने से किसने रोका है? यदि हमारी कायरता, नपुंसकता और निष्क्रियता के कारन हम पर अत्याचार होता है तो उसके लिए हम किसी ओर को दोषी नहीं ठहरा सकते. हमें खुद लड़ना और संघर्ष करना होगा.
सवाल है, आखिर एक समय लगभग पूरे एशिया और दक्षिण-पूर्व एशिया पर शासन करने वाले हम पराक्रमी, साहसी और युयुत्सु वीरपुत्र हिंदू आज कायर और दब्बू क्यों हो गए हैं? हम वीरपुत्र हिन्दू आज हर जगह से लुट पिटकर भागने अथवा मौत को गले लगाने को विवश क्यों हो गये हैं? इन सवालों का जबाब अशोक की धम्म नीति में है.
अहिंसा को कायरता बनानेवाला अशोक की धम्म नीति
सम्राट अशोक अपने हिंसक युद्धनीति और कलिंग युद्ध में हिंसा का विभत्स नंगा नाच करने के पश्चात युद्ध से विरक्त हो गया. सिर्फ अपने अहम की तुष्टि और साम्राज्यवाद के लिए अनावश्यक रूप से कलिंग से युद्ध और उसमे अपने क्रोध को तुष्ट करने के लिए भयानक नरसंहार के बाद जब अशोक की आँखें खुली तब उसका व्यवहार ऐसा था जैसे दूध के जले छाछ को भी फूंक फूंक कर पीता है. अपने कुकर्मों के पश्चत्ताप की ज्वाला में जलकर वह शासन का मूल मंत्र साम दाम दंड और भेद की नीति को भुलाकर राजनतिक सत्ता की शक्ति को कुंद कर दिया. अपने अनावश्यक हिंसा से व्यथित ह्रदय को तुष्ट करने के लिए उसने सनातन परम्परा अहिंसा परमोधर्मः धर्महिंसा तथैवच को भूल कर केवल अहिंसा परमोधर्मः जपना शुरू कर दिया और दुर्भाग्य से यही उसके सामरिक निति का मूल मंत्र बन गया. जिसका परिणाम यह हुआ की हथियारों में जंग लग गए और सैनिकों के बाजु शक्तिविहीन हो गए. परिणामतः तलवार के बदौलत अर्जित की गयी महान मौर्य साम्राज्य की सत्ता की जड़े कमजोर पड़ने लगी. उसके शासन के उत्तरार्ध में कई क्षत्रप बागी हो गये और स्वतंत्र शासक जैसा व्यवहार करने लगे. जबतक अशोक जीवित रहा विरोधों के बिच उसकी सत्ता किसी प्रकार कायम रही, परन्तु अशोक के मृत्यु के सिर्फ ४०-४५ वर्षों के भीतर ही महान मौर्या सम्राज्य और सत्ता ताश के पत्ते की तरह बिखड़ गया जिसके लिए उसके कमजोर उत्तराधिकारियों को नहीं अशोक को ही जिम्मेवार माना जाना चाहिए.
दरअसल अशोक ने पुरे जम्बुद्वीप में जिस धम्म विजय की स्थापना की थी वो ना तो सनातन धर्म पर आधारित था और ना ही बुद्ध धर्म पर. वह सिर्फ एक हिंसक शासक के पश्चताप से प्रेरित आत्म ग्लानी पर आधारित था. महात्मा बुद्ध शासन और सत्ता से जीवन पर्यन्त दूर रहे. उन्होंने सामाजिक व्यवस्था परिवर्तन, दुःख नाश और निर्वाण का मार्ग प्रशस्त किया था, व्यक्ति के लिए शांति और अहिंसा की नीति का प्रतिपादन किया था शासन के लिए अहिंसा और निशस्त्रीकरण की नीति का प्रतिपादन नहीं किया था. दूसरे शब्दों में कहें तो अहिंसा परमोधर्मः धर्महिंसा तथैव च की सनातन नीति से कतई छेड़छाड़ उन्होंने नहीं किया था.
परन्तु सम्राट अशोक की हिंसा की पराकाष्ठा के पश्चताप से व्युत्पन्न धम्म-राजनिति और उसका प्रचार-प्रसार ही भारतवर्ष और हिन्दुओं के पतन का कारण था जिसने भारत की एकता और अखंडता को पुनः खंड-खंड करके रख दिया. यही वह काल था जब सनातन हिंदू अपने मूल संस्कृति, सभ्यता, परम्परा, वीरता, शूरता और ज्ञान से विचलित होने लगे थे. हिंदुओं और हिन्दुस्तान की सुरक्षा की दृष्टि से कहें तो वे धर्म हिंसा तथैव च को भुलाकर केवल अहिंसा परमोधर्मः की आधी अधूरी वाक्य रटने लगे थे और यही से हिंदुओं का पतन प्रारम्भ हुआ था.
इतिहासकार पी एन ओक लिखते हैं, “यूरेशिया के महान वैदिक आर्य संस्कृति के लोग (हिन्दू, बौद्ध) “अहिंसा परमोधर्म:” की मूर्खतापूर्ण माला जपते हुए “हिंसा लूट परमोधर्म:” की संस्कृति में समाते जा रहे थे.”
अशोक की मूर्खतापूर्ण धम्म नीति का परिणाम
अफगानिस्तान, पाकिस्तान, भारत, बंगलादेश और दक्षिण-पूर्व एशिया तक विस्तृत मौर्य साम्राज्य जब अशोक के मूर्खतापूर्ण धम्म नीति के कारन २४०-२३२ ईस्वी पूर्व बिखरने लगी तो जनता में सत्ता और धम्म के विरुद्ध असंतोष उत्पन्न होना स्वाभाविक था. अशोक के मृत्यु पश्चात जब चंद वर्षों में ही महान मौर्य सम्राज्य टूट कर बिखड़ गयी तो जनता में सत्ता और धम्म के प्रति आक्रोश फूट पड़ा जिसकी प्रतिक्रिया स्वरूप कट्टर हिन्दुत्ववादी शुंग वंश का उदय हुआ. धम्म-राजनीती की विफलता से मौर्या सम्राज्य के पतन के पश्चात जो केन्द्रीय निर्वात उत्पन्न हुआ उसके कारण भारतीय क्षत्रप जो इरान (पार्थियन, पहलव), मध्य एशिया (सीथियन, शक), सुदूर उत्तर (युची, कुषाण) आदि में शासन कर रहे थे उन पर स्थानीय दबाब पड़ा और वे अपने केंद्र भारत की ओर भागने पर मजबूर हो गए जिनका मुकाबला सीमा पर मौर्य साम्राज्य से स्वतंत्र हो चुके क्षत्रपों से हुआ और वे आपस में लड़कर कमजोर हुए.
जिस भारतवर्ष को महान चाणक्य और चंद्रगुप्त ने अपने खून पसीने से एकसूत्र में पिरोकर एक शक्तिशाली सत्ता और शासन की नीव रखी थी वह अशोक की मूर्खतापूर्ण धम्म निति के कारन खंड खंड होकर फिर से बिखर गया. इसका राजनीतिक नुकसान तो हुआ ही इससे ज्यादा घातक परिणाम यह हुआ की बौद्ध बने हिन्दू तो कायर बने सो बने अन्य हिन्दू भी अपनी वीरता शूरता को भूलकर पहले मूर्ख अहिंसक बन विलासिता में डूब गये फिर कायर और नपुंसक बन ईसाईयत और इस्लामिक हिंसा की भेंट चढ़ गये.
अशोक की मूर्खतापूर्ण अहिंसक नीतियों ने न केवल राज्य की सुरक्षा व्यवस्था जर्जर कर दिया था बल्कि उसके लम्बे निष्क्रिय शासन ने जन मानस को निष्क्रिय बना दिया था. जन मानस की निष्क्रियता धीरे धीरे कायरता और दब्बूपन में बदल गयी जिसे लोग अहिंसा, इंसानियत आदि शब्दों का जामा पहनाने लगे. अशोक के शासन काल में क्षत्रियत्व का अवसान सा हो गया था. अशोक की अहिंसा की नीति के कारण शास्त्रोपजीवी अधिकांश क्षत्रिय बेरोजगारी दूर करने केलिए वैश्य वर्ण (पेशा) अपनाकर अपना इतिहास और मूल कर्तव्य भूल गये. दूसरी ओर अशोक के शासन में मलाई खा रहे बुद्धिस्ट उसके मृत्यु के बाद से ही भारत में उपेक्षित होने लगे थे. शुंगों के शासन में वे पुरी तरह उपेक्षा के शिकार हो हिंदू विरोधी मानसिकता से ग्रस्त हो हिंदुओं से कट गए.
पराक्रमी पुष्यमित्र शुंग बिखड़े हुए मौर्य साम्राज्य को बहुत हद तक पुनः एकजुट करने में सफल हुआ परन्तु अशोक और उसके उत्तराधिकारियों ने जिस मुर्खता और कायरतापूर्ण धम्म नीति की घुट्टी हिन्दू और बौद्ध जनता को पिला दिया था वह बहुत गहरा असर कर गयी थी. हिन्दू तो उससे मुक्त होने की कोशिश करने लगे और सफल भी हुए परन्तु बुद्धिष्ट तो उससे मुक्त होना ही नहीं चाहते थे बल्कि उसी की पुनर्प्राप्ति केलिए सत्ता से संघर्ष करने लगे और अपने राजनितिक पुनर्वापसी केलिए वे राज्य के दुश्मनों और यहाँ तक की विदेशियों से भी सहयोग लेने और देने लगे. सम्भवतः यही कारन है की गौड़ नरेश शशांक ने बोधि वृक्ष को उखाडकर बौद्ध धर्म के प्रति अपने गुस्से का इजहार किया था.
भारत के बाहर धम्म नीति का प्रभाव
भारत के बाहर भी कमोवेश यही हाल था. अशोक का धम्म जहाँ जहाँ पहुंचा पुरे यूरेशिया में शासन कर रहे पराक्रमी हिन्दुओं का शौर्य और तेज क्षीण कर दिया. संभवतः अशोक के मूर्खतापूर्ण धम्म नीति से कलुषित हिन्दू-बौद्ध समाज ही हिंसक ईसायत और इस्लाम के जन्म का कारण था. यही कारन है कि सुदूर देशों में मात खाकर सत्ता खोने के बाद सीमांत क्षेत्रों में हुए आक्रमण भी नहीं झेल पाए.सबसे पहले हुणों के आक्रमण के शिकार हुए जिसमे हिंदुओं ने तो कुछ हद तक प्रतिरोध किया परन्तु बुधिष्ट अपने दोषपूर्ण अहिंसा की नीतियों के कारन आसानी से निर्दयता पूर्वक कत्ल कर दिए गए. मुस्लिम काल में सिंध पर आक्रमण हुआ और कायर, निष्क्रिय और दब्बू बन चुके हिंदू/बौद्ध मुसलमानों द्वारा बुरी तरह रौंदे दिए गए. ब्राह्मणों और बुधिष्टों का देश अफगानिस्तान पर जब मुसलमानों ने आक्रमण किया तो ब्राह्मणों ने तो कुछ हद तक मुकाबला किया परन्तु समाज का अन्य अंग बुधिष्ट आदि वर्ग इसमें बिल्कुल नाकाम साबित हुए. अधिकांश तो मुसलमानों के हाथों निर्दयतापूर्वक कत्ल कर दिए गए और बाकी उनके समक्ष समर्पण कर मुसलमान बन गए और अपने ही देश और धर्म के विरुद्ध मुसलमानों के सहायक बन अफगानिस्तान से हिंदू और बौद्ध का नामो निशान मिटा दिए.
अर्बस्थान से लेकर इराक, समरकंद, अफगानिस्तान, स्वात, काफ़िरस्तान आदि में करीब ४०% बौद्ध या बौद्ध राज्य था जो इस्लामिक आक्रमण में आसानी से मारे गये या आत्मसमर्पण कर आक्रमणकारी भीड़ का हिस्सा बन गये. इसका परिणाम यह हुआ की ६०% हिन्दू पूरी ताकत से मुस्लिम आक्रमणकारियों का विरोध करने के बाबजूद संघर्ष में पिछड़ते चले गये जिसका परिणाम आज मुस्लिम देश अफगानिस्तान, पाकिस्तान, बंगलादेश और भारत का कश्मीर है जहां से हिंदू और बुद्धिष्ट लगभग खत्म कर दिए गए हैं. इतिहास से साक्ष्य मिलता है कि शेष भारत में भी बुद्धिष्ट मुसलमानों के सबसे आसान शिकार बने. इसके बाद दलित हिंदू व अन्य को रखा जा सकता है. मुसलमानों द्वारा बौद्धों के अंतिम संरक्षक पाल वंश को खत्म करने के बाद वे या तो कत्ल कर दिए गए या मुसलमान बना लिए गए. यही कारन है अपने मूल देश भारत से भी बुद्धिष्ट लगभग समाप्त हो गये थे.
अब क्या करें
आज हिंदुओं के लिए यह आवश्यक हो गया है कि वे अपनी अस्तित्व और अपने जन्मभूमि की रक्षा के लिए अपनी कायरता, निष्क्रियता और दब्बूपन से मुक्त होने का प्रयास करे वरना जिस तरह भारतवर्ष अफगानिस्तान, पाकिस्तान, बंगलादेश, कश्मीर बनने को बाध्य हुआ है वो प्रक्रिया आगे भी जारी रह सकता है और हिंदुओं को एकबार फिर दर्दनाक हिंसा, लूट और अपनों का बलात्कार का सामना करना पड़ सकता है. युद्ध नीति कहती है जब कोई एक पक्ष कमजोर होता है तभी युद्ध की सम्भावना बढ़ती है. शांति चाहिए तो युद्ध की तैयारी आवश्यक है. हिंदुओं को यदि भयानक हिंसा से बचे रहना है तो कायरता और निष्क्रियता को त्यागकर अस्त्र शस्त्र से सज्जित तथा साहसी और पराक्रमी बनने के लिए जी जान से मेहनत करना होगा. हर घर में मोबाईल और टीवी के साथ साथ हर घर में अस्त्र शस्त्र भी रखना होगा और उसका अभ्यास करना होगा.
