सच्चाई जानकर आप दंग रह जायेंगे. लेखक दावा करता है कि अगर यह लेख दलित जातियों के घर घर पहुँच गयी तो दलित राजनीती और दलितवादियों कि दुकाने बंद हो जाएगी!
कुछ प्रश्न
मेरे दिमाग में हमेशा दो प्रश्न उठता रहता था. पहला प्रश्न था “अंग्रेजों ने जिन हिन्दू जातियों को अनुसूचित जाति वर्ग में शामिल किया था क्या वे सभी सचमुच दलित थे?” और दूसरा प्रश्न था “आखिर हिन्दुओं में इतनी दलित जातियां आई कहाँ से” जबकि हिन्दू संस्कृति तो वैदिक संस्कृति पर आधारित चतुर्वर्ण व्यवस्था थी जिसमे जन्म से सभी शुद्र और कर्म के आधार पर ही अन्य जातियां बनते थे. बचपन से गीता पढ़ता रहा हूँ, वह भी वही बात कहती है. फिर ये दलित जातियां कौन है जिनका शोषण और उत्पीडन क्षत्रिय और ब्राह्मण ५००० वर्षों से करते आ रहे थे?
इन प्रश्नों के उत्तर प्राप्त करने केलिए मैंने इतिहास, राजनीतीशास्त्र और समाजशास्त्र तीनों को समेकित कर तुलनात्मक अध्ययन शुरू किया तो चौंकाने वाला परिणाम सामने आया. हमारी आँखें फटी कि फटी रह गई.
इन परिणामों का विश्लेष्ण करने से पहले दो और सवाल सामने आया, “क्या दलित सवर्ण का सिद्धांत भी अंग्रेजों के फूट डालो राज करो कि नीति के तहत अविष्कार किया गया आर्यों के आक्रमण का सिद्धांत और फर्जी आर्य-द्रविड़ जातियों कि तरह एक षड्यंत्र था? क्या अंग्रेजों का इसी उद्देश्य से लाये गये जाति धर्म आधारित कम्युनल अवार्ड का समर्थन करने वाले डॉ भीमराव रामजी आम्बेडकर इसके लिए अंग्रेजों के मुहरे थे?
जबाब फिर चौंकानेवाला था. यह सच था कि अंग्रेजों ने फूट डालो राज करो नीति के तहत कम्युनल अवार्ड कि घोषणा कि और आम्बेडकर ने गाँधी के विरोध के बाबजूद उसका समर्थन किया था पर दलित सवर्ण मतभेद न अंग्रेजों कि देन था और न ही बाबा साहेब आम्बेडकर की. तो फिर कौन लोग हैं? जबाब मिला, और जबाब था नेहरूवादी, वामपंथी राजनेता तथा बाबा साहेब आम्बेडकर के सिद्धांतों के दुश्मन तथाकथित दलितवादी और अम्बेडकरवादी.
दलितवादी और अम्बेडकरवादी भी बाबा साहेब के सिद्धांतों के दुश्मन है
अब आपका चौंकना जायज है कि नेहरूवादी, वामपंथी राजनेता तो ठीक है पर दलितवादी और अम्बेडकरवादी बाबा साहेब के सिद्धांतों के विरोधी कैसे हैं? इसलिए मैं पहले यही सबित करूंगा कि ये तथाकथित दलितवादी और अम्बेडकरवादी वास्तव में बाबा साहेब आम्बेडकर के सिद्धांतों के दुश्मन हैं. सिर्फ कुछ तुलनात्मक उदाहरन दूंगा:
1. बाबा साहेब आम्बेडकर आर्यों के आक्रमण के सिद्धांत के विरोधी थे और आर्यों को भारत का मूल निवासी मानते थे. Ambedkar viewed the Shudras as Aryan and adamantly rejected the Aryan invasion theory, describing it as “so absurd that it ought to have been dead long ago” in his 1946 book Who Were the Shudras?
इतना ही नहीं, उनका मानना था कि अधिकांश शुद्र जातियां क्षत्रियों कि सन्तान हैं. Ambedkar viewed Shudras as originally being “part of the Kshatriya Varna in the Indo-Aryan society”, but became socially degraded after they inflicted many tyrannies on Brahmins. (Bryant, Edwin (2001). The Quest for the Origins of Vedic Culture, Oxford: Oxford University Press. pp. 50–51. ISBN 9780195169478)
जबकि दलितवादी और अम्बेडकरवादी आर्यों को विदेशी और अनुसूचित जातियों को मानसिक रूप से दलित बनाने केलिए आर्यों के विरोधी असुरों, राक्षसों, दानवों कि सन्तान और मूलनिवासी बताते हैं. इसके बाबजूद कि अंग्रेजों, नेहरुवादियों और वामपंथियों का आर्यों के आक्रमण का सिद्धांत, आर्यों के माईग्रेशन का सिद्धांत, आर्य-द्रविड़ सिद्धांत आदि सत्तर के दशक में ही झूठ, मनगढ़ंत और साम्राज्यवादी षड्यंत्र साबित हो चूका है. 2. बाबा साहेब आम्बेडकर धर्म के आधार पर विभाजित भारत में मुसलमानों को भारत में रखने के विरोधी थे और गैरमुस्लिम जनसंख्या के पूर्ण स्थानातंरण के पक्षधर थे क्योंकि इनका मानना था की इस्लाम मुसलमानों को गैरमुसलमानों के साथ सौहाद्रपूर्ण व्यवहार की अनुमति नहीं देता है, हिन्दू मुसलमान कभी एक साथ नहीं रह सकते. उन्होंने कहा, “कुरान गैर मुसलमानों को मित्र बनाने का विरोधी है, इसीलिए काफिर हिन्दू सिर्फ घृणा और शत्रुता के योग्य हैं. मुसलमानों की निष्ठा भी केवल मुस्लिम देश के प्रति होगी. इस्लाम सच्चे मुसलमानों को भारत को अपनी मातृभूमि और हिन्दुओं को अपना निकट संबधी मानने की कभी आज्ञा नहीं देगा. इस्लामी कानून सुधार के विरोधी हैं. वो धर्म निरपेक्षता को नहीं मानते. मुस्लिम कानूनों के अनुसार भारत हिन्दुओं और मुसलमानों की समान मातृभूमि नहीं हो सकती. वे भारत जैसे गैर मुस्लिम देश को इस्लामिक देश बनाने में जिहादी आतंकवाद का संकोच नहीं करेंगे.” (प्रमाण सार डा अंबेडकर सम्पूर्ण वाग्मय, अंग्रेजी-Pakistan or the Partition of India).
जबकि दलितवादी और अम्बेडकरवादी आज अपने क्षुद्र राजनितिक स्वार्थ केलिए दलित-मुस्लिम भाई भाई और जय भीम-जयमीम का नारा देकर जड़मुर्ख वामपंथी जोगिन्द्र्नाथ मंडल कि तरह फिर लाखों करोड़ों दलित हिन्दुओं को मरवाने के षड्यंत्र कर रहे हैं.
३. इसी तरह बाबा साहेब अनुसूचित जातियों को जाति आधारित परमानेंट आरक्षण के विरोधी थे क्योंकि उनका मानना था कि इससे दलितों का सर्वांगीन विकास नहीं हो पायेगा. वे संविधान को धर्मनिरपेक्ष बनाने के विरोधी थे जबकि अम्बेडकरवादी और दलितवादी अपने क्षुद्र राजनितिक स्वार्थ केलिए इससे ठीक विपरीत भाषा ही बोलते हैं जो न राष्ट्रहित में है और न दलित हित में.
4. बाबा साहेब इन अनुसूचित जातियों को कभी भी दलित जातियां नहीं कहा. राज्यसभा सांसद और विद्वान नरेन्द्र जाधव कहते हैं, “डॉ आम्बेडकर ने डिप्रेस्ड लोगों को कभी भी दलित नहीं कहा और मेरा मानना है कि वे अगर आज होते तो इन्हें दलित कहना पसंद नहीं करते. खुद दलित भी दलित सम्बोधन पसंद नहीं करते हैं.” पर तथाकथित दलितवादी और अम्बेडकरवादी इनके लिए अपमानजनक दलित शब्द का प्रयोग कर इनकी इस अवस्था का दोहन और शोषण अपने राजनितिक उद्देश्यों कि पूर्ति केलिए करते हैं.
अब आगे..
अब मैं आपको प्रारम्भिक प्रश्नों के उत्तर का विश्लेष्ण करता हूँ जिसे देखकर आप दंग रह जायेंगे. पूरे भारतीय इतिहास व साहित्य में ‘दलित’ शब्द का उल्लेख कहीं नहीं मिलता है. अंग्रेजों ने १९३१ की जनगणना में ‘डिप्रेस्ड क्लास’ के रूप में कुछ हिन्दू जातियों को ९ मानकों पर अनुसूचित किया था जिनमे ६ मानक जातियों को शामिल करने केलिए और तिन मानक उन जातियों को सूचि से बाहर करने केलिए था. वे मानक थे:
१. सामाजिक अयोग्यता जैसे सड़क, कुआँ और स्कूल से वंचित करना
२. किसी जाति के छूने या नजदीक होने से प्रदूषित होना
३. मन्दिर के गर्भगृह में जाने से वंचित करना
४. ब्राह्मणों की सेवा प्राप्त करने से वंचित करना
५. उच्च जाति को सेवा देनेवाला नाई यदि अन्य जिन जातियों को सेवा देने से इंकार करता हो
६. जिन जातियों के हाथ का छुआ पानी अस्वीकार होता हो
इन जातियों को अनुसूचित लिस्ट से बाहर करने केलिए भी तिन मानक तय किये गये थे
७. उपर्युक्त मानकों पर अनुसूचित किसी जाति का कोई सदस्य शिक्षित होने पर यदि समाज में समान व्यव्हार और सम्मान पाता हो
८. यदि कोई जाति सिर्फ अपने पेशा के कारन डिप्रेस्ड हो और
९. अज्ञानता, निरक्षरता या गरीबी के कारन डिप्रेस्ड हो
बशर्ते अन्य कोई सामाजिक अयोग्यता न हो. (स्रोत लेख के निचे दिया है)
वास्तविकता यह था कि १९३१ में जनगणना के दौरान इन ९ मानकों पर बहुत कम ऐसी जातियां मिली जो उनके विभाजनकारी एजेंडे को पूरा करने लिए पर्याप्त नहीं थी. इसलिए १९३१ से १९३५ तक अंग्रेजों ने अपने इस विभाजनकारी एजेंडे को मजबूत करने केलिए अनुसूचित जातियों के लिस्ट में कई बार परिवर्तन किए और नई नई जातियां जोड़े. उन्होंने लिखित घोषणा किया की, “निचले क्रम के हिन्दू जातियों को केवल सरकारी सुरक्षा और लाभ उपलब्ध कराना इस अनुसूची का उद्देश्य होगा. सन्दर्भ से बाहर इस अनुसूची का कोई अन्य उपयोग नहीं होगा” (अंग्रेजी अनुवाद और स्रोत निचे है). अंततः १९३५ में जाति धर्म आधारित अलग निर्वाचन वाली कम्युनल अवार्ड की घोषणा कर दिया गया जिसका गाँधी ने विरोध किया पर आम्बेडकर ने समर्थन किया.
आश्चर्य है अंग्रेज सरकार द्वारा अनुसूचित जातियों के सम्बन्ध में दिए गये Disclaimer (घोषणा) के बाबजूद नेहरूवादी, वामपंथी, दलितवादी और अम्बेडकरवादी पूरे अनुसूचित जाति समूह को ही दलित वर्ग का घोषित कर दिया.
क्या अनुसूचित जातियों की लिस्ट में शामिल सभी लोग दलित हैं?
सवाल है जिन हिन्दू जातियों को अंग्रेजों ने अनुसूचित किया था क्या वे वास्तव में क्षत्रियों, ब्राह्मणों के द्वारा शोषित, पीड़ित, वंचित और दलित लोग थे? सनातन वैदिक चतुर्वर्ण व्यवस्था में छुआछूत का कोई संकल्पना नहीं है. अगर कहीं एसा था तो वह व्यक्तिगत दुष्टता या स्थानीय सामाज का दोष मात्र था या होगा. क्योंकि वैदिक समाज का सन्गठन पूरी तरह वैज्ञानिक है इसलिए मृत पशुओं का काम करने वाले चर्मकार और मृतक व्यक्तियों का अग्नि संस्कार करानेवाले डोम गाँव अथवा शहर के बाहरी हिस्से में बसाये जाते थे ताकि गाँव में प्रदूषण अथवा संक्रमन का खतरा उत्पन्न न हो. पर ये अछूत नहीं थे. चर्मकार चमड़ों से जूता बनाकर साफ सुथरा होकर बाजार में जूता बेचता था. सूप, टोकड़ी, पंखा आदि डोम के यहाँ आज भी बनता है और वे ही बाजार में बेचते हैं. बिहार में छठ पूजा सबसे पवित्र त्यौहार है जिसके लिए सूप, टोकड़ी डोम के घर से ही लाते हैं. शादी ब्याह में चर्मकार ही ढोल बजाने आते है और आने पर सबसे पहले ढोल की पूजा करते हैं. जब चमड़े के ढोल की पूजा होती है तो फिर चमारों से छुआछूत सिर्फ हिन्दू विरोधी दुष्प्रचार के आलावा और कुछ नहीं है.
हिन्दुओं में जातियां विभिन्न आर्थिक क्रियाकलाप के आधार पर बनी
हिन्दुओं कि विभिन्न जातियां ईसाई, मुसलमानों कि तरह सामाजिक भेदभाव, उंच नीच के आधार पर नहीं बल्कि ये तो आर्थिक क्रिया कलापों के विकास के साथ कर्म के आधार पर रूढ़ होती गयी है जैसे कृषक, लोहार, सुनार, कहार, धानुक, कुम्भकार, धोबी, नाई, जुलाहा, बढ़ई, चर्मकार, डोम आदि. ये सब तो अपने समय के व्यापारी और व्यवसायी वर्ग थे. वामपंथी इतिहासकार बताते हैं उत्तर वैदिक काल में और खासकर महाजनपद काल में क्षत्रिय और ब्राह्मण भी खेती करने लगे थे और वैश्य वृत्ति अपना लिए थे. यदुवंशी क्षत्रिय आज यादव, जाधव, जाटव, जडेजा तथा दक्षिण में बेलिर आदि जातियां हैं. सवाल फिर वही है, तो फिर अंग्रेजों ने किन जातियों को डिप्रेस्ड क्लास कहकर अनुसूचित किया और नेहरूवादी, वामपंथी और आम्बेडकरवादी आज किन लोगों को दलित कहते हैं? अब मैं बताता हूँ.
अनुसूचित जातियों के लिस्ट में किन हिन्दू जातियों को शामिल किया गया
१. २०० वर्षों के अंग्रेजी सरकार के लूट और कुशासन ने भारत की अर्थव्यवस्था चौपट कर दिया था. लघु उद्योग, कुटीर उद्योग, बुनकर उद्योग, रेशम उद्योग, कॉटन उद्योग, सिलाई उद्योग आदि तमाम उद्योग धंधे बंद करवा दिए और भारत को विदेशी माल का बाजार मात्र बनाकर रख दिया गया. लोगों का धंधा चौपट हो गया, लोग बेरोजगार हो गये, लोग खाने पीने को मुहताज हो गये.
अंग्रेजों ने ऐसे जातियों को अनुसूचित जाति के लिस्ट में डाला और नेहरुवादियों, वामपंथियों, दलितवादियों और आम्बेडकरवादियों ने उन्हें समझाया की तुमलोग दलित, शोषित, पीड़ित, वंचित और अछूत लोग हो, तुम्हे ब्राह्मणों और क्षत्रियों ने मिलकर ५००० वर्षों से सताया है.
२. अंग्रेज सरकार किसानों से ५०-७०% अनाज लगान के रूप में वसूल लेती थी. सूर्यास्त कानून लागू कर तो उन्होंने जमींदारों को वसूली भाई ही बना दिया था. और जो अंग्रेजों का लगान नहीं वसूल कर पाते और जो अंग्रेजों का लगान नहीं दे पाते थे उन्हें जेल में मरने केलिए ठूंस दिया जाता था. परिणाम यह था कि लोग अपना जमीन, घर द्वार, खेती बाड़ी सब छोड़कर भाग जाते थे और दुसरे जगह मेहनत मजदूरी कर किसी प्रकार अपना पेट भरते थे.
अंग्रेजों ने एसे लोगों को अनुसूचित जाति में डाला और इससे भी मजेदार बात यह है कि अंग्रेजों के आदेश पर अंग्रेजों केलिए शैतान बनकर लगान वसूलने वाले जमींदारों के विरुद्ध भी किसानों को उनलोगों ने यही समझाया की तुमलोग दलित, शोषित, पीड़ित, वंचित और अछूत लोग हो, तुम्हे ब्राह्मणों और क्षत्रियों ने मिलकर ५००० वर्षों से सताया है.
3. अंग्रेज सरकार ने अनाज की जगह व्यापारिक फसलों को लगाने का आदेश दिया और उपज का ७०% से भी ज्यादा भाग लगान में वसूल लेते थे और किसानों के हिस्से का भाग भी कौड़ियों के दाम खरीद लेते थे. परिणामतः किसान दाने दाने को मोहताज हो भूखे मर रहे थे.
अंग्रेजों ने एसे लोगों को भी अनुसूचित जाति में डाला और नेहरुवादियों, वामपंथियों, दलितवादियों और आम्बेडकरवादियों ने उनके कान में भी वही मन्त्र फूंक दिया.
उपर्युक्त तिन कारणों और सुखाड़ के कारण लगभग २ करोड़ ६६ लाख भारतीय १७६९-१९०० इस्वी के बीच मारे गये जो भारतवर्ष कि कुल आबादी का लगभग ९% था और जो विश्व इतिहास में चौथा सबसे बड़ा नरसंहार था. (The Great Big Book of Horrible Things: The Definitive Chronicle of History’s 100 Worst Atrocities, Writer-Mathew White)
सोचिये इन परिस्थितियों में जो बचे होंगे उनकी क्या दुर्दशा होगी? उनकी उस दुर्दशा केलिए कोई ब्राह्मण, क्षत्रिय नहीं बल्कि ईसाई अंग्रेज सरकार जिम्मेदार थी.
४. महाराष्ट्र में एक लड़ाका और सैनिक जाति थी जिसे महार(थी) कहा जाता था. ये पांडु पुत्र भीम के वंशज क्षत्रिय जाति के महारथी थे और शिवाजी की सेना में अपनी वीरता और शूरता केलिए विख्यात थे. ये पेशवाओं की सेना में भी रहे, और बाद में ब्रिटिश सरकार की सेना में भी गये. इस जाति का महार(थी) रेजिमेंट युद्ध कौशल केलिए विख्यात था. परन्तु आंग्ल मराठा युद्ध में मराठा सरदार बाजीराव द्वितीय के विरुद्ध अंग्रेजों की महार(थी) सेना पूरी ताकत से लड़ी और हरा दिया. इतना ही नहीं ये मराठी होकर मराठों को चिढाने केलिए विजय दिवस भी मनाने लगे तो मराठा समाज ने अंग्रेजी सेना में शामिल और विजय दिवस मनाने वाले महारों को समाज से बहिस्कृत कर दिया.
अंग्रेजों ने इन लोगों को भी अनुसूचित जाति कि सूचि में डाला और दलितवादियों अम्बेडकरवादीयों ने उन्हें समझाया की केवल मराठा समाज से बहिस्कृत महार(थी) ही नहीं बल्कि सभी महार(थी) जातियां दलित, शोषित, पीड़ित, वंचित लोग हो, तुम्हे ब्राह्मणों और क्षत्रिय लोगों ने मिलकर ५००० वर्षों से सताया है. महार जातियों का इतिहास विस्तार से जानने केलिए निचे पढ़ें:
५. कुम्भकार प्राचीन काल से बड़े व्यापारी वर्ग माने जाते थे क्योंकि ये चारों वर्णों को दैनिक कार्य केलिए उपयोगी मिटटी का बर्तन सप्लाय करते थे. अब मिटटी कि जगह धातु के बर्तन बनने से उनका व्यापार ठप्प पड़ गया तो इसमें क्षत्रिय-ब्राह्मण कहाँ से दोषी हो गये? अंग्रेजों ने इन्हें भी अनुसूचित जाति में डाला और उनलोगों ने उनके कान भी भर दिए.
